The total number of vehicles affected would be one million two hundred thousand vehicles, which despite complying with the gas emissions regulations and being up to date with the payment of the Mechanical Traction Vehicle Tax of the Madrid City Council (a total of about 32 million euros), due to the low-emission regulations in Madrid, could not access or circulate on urban public roads in the entire territorial area of ​​Madrid ZBE.

The petition considers that, "the true economic and social dimension of this prohibition was not foreseen at the time in the process of preparation and approval of the Mobility Ordinance and therefore the municipal regulations do not comply with the principle of proportionality to which the administrative activity restricting rights must be linked."

The total number of affected vehicles would exceed 5.2 billion euros, affecting one in three Madrid residents and two in three vehicles in the vehicle fleet, meaning that citizens must assume the costs without any compensation or fair price. Furthermore, 32 million euros would not be collected because, despite the fact that the corresponding tax ordinance was not modified, vehicles registered with the Traffic Department that cannot circulate in Madrid cannot be charged taxes according to Article 6 of the Law on Local Taxes.
