According to an official statement, "the Attorney General [Álvaro García Ortiz] issued a decree creating a team to investigate violations of international law in Gaza," with the aim of "collecting evidence and making it available to the competent body, thus fulfilling Spain's obligations regarding international cooperation and human rights."

The decision was made after the Attorney General for Human Rights and Democratic Memory, Dolores Delgado, analysed a report on the matter submitted by the Commissioner General of Intelligence of the Spanish National Police Force.
